Policy analysis
Request a policy analysis for your pathway or model
Send your request, and you will receive a response within two to three business days.
What the analysis covers
A policy analysis looks at the pathway or model you are planning against the state and federal rules that apply to it, and tells you what it takes to launch. It covers:
- The state and federal policies your plan already fits
- Barriers, with the specific rule behind each one
- Rules outside education law: child labor limits, licensing ages and hours, clinical access and instructor certification
- How students can earn academic credit, and how to protect college eligibility
- Other routes if the direct one is blocked
- The approvals you need, in order, with a realistic timeline
- Funding streams that fit, with a rough cost and revenue picture
- How employers take part and how to match the program to local demand
- Risks, and what the research says about the approach
Every decision-critical point is checked against the official source, and anything that still needs an agency's answer is listed with who to ask.

How it works
- Fill in the request below. It takes about ten minutes. If you have a plan in the plan builder, the form starts with what you have already entered.
- Within two to three business days, you receive a response with a first read on your plan, what working with S4IS could look like, and a link to book a 30-minute planning conversation.
- In the conversation, you settle the questions and the scope.
Requests are welcome from every state. The guides on this site have full state profiles for Arizona, Hawaii, Michigan, Missouri, North Carolina, Pennsylvania and Virginia; for other states, the analysis starts with a short diagnostic of your state's rules.
Your request
You have a plan in the plan builder (plan code ). You can start the form with it. This shares your plan code, state and pathways with the form; nothing is sent to S4IS until you press Send my request.
